Does anyone know where to download a free program to add effects to video files of cartoons?
Im trying to find a program that can convert ISH videos effects of the cartoons … which i found Posterize effect, but not quite what I am after his release Atleast its class and the movie maker or does anyone know if it can download new effects for movie maker? any help is much appreciated ….
Download a program called VirtualDub is free and Code open, and there are plenty of filters for it, you can easily find the effect for a cartoon.
